Why I Am Running for the Board of Directors

A British ambassador once said, “Diplomacy is too important to be left to diplomats”—a philosophy that has shaped my lifelong commitment to supporting ordinary people doing extraordinary things for their communities and countries. Sister Cities International (“SCI”) embodies that spirit in every way.

 

Over the course of my career, I have traveled to or worked in more than 74 countries. I’ve passionately supported Austin’s Sister City relationships, but I am now eager to contribute at a broader level—and this opportunity aligns perfectly with that goal.

 

I am confident that my experience in governance, diplomacy, program development, and project management will bring immediate value to the Board. Even before considering a board role, I had already begun working on SCI-related initiatives. I first met Vice Chair Sheri Capehart while spearheading a proposal to organize a Texas-wide Sister Cities meetup, actively engaging my contacts in the Governor’s office.

 

I believe the most lasting international relationships are built through strong educational, cultural, civic, and community ties—strengthened by robust trade and business links. I hope to contribute to the legacy of dedicated board members who have worked tirelessly to expand SCI’s global impact.

Bio

Joe Blackman is an accomplished entrepreneur and investor with a proven track record across the events, hospitality, creative sectors, specializing in companies with a global footprint. He also provides strategic advice on growth and international expansion, with a particular focus on EMEA region.

 

Joe has founded and scaled multiple businesses and has substantial board-level experience across private companies and non-profits, including the British American Business Association and His Majesty The King’s Trust. He currently serves as a Board Member for Austin Sister Cities International (“ASCI”) and Chair of its Austin–Greater Manchester Friendship City relationship.

 

He was instrumental in helping the City of Austin successfully negotiate a new Friendship City Agreement with Greater Manchester with an MOU signed in March 2025. Joe has significant hands-on experience organizing inbound and outbound delegations, engaging with dignitaries and structuring committees from scratch.

 

With over two decades of experience in citizen diplomacy, Joe’s recent achievements include supporting the Prime Minister’s Trade Envoy in helping host Governor Abbott and the Secretary of State on a UK visit for the signing of a landmark UK–Texas Trade MOU.

 

His contributions to business and international relations have been recognized by Joe being awarded the Order of the British Empire by Her Majesty Queen Elizabeth II on the advice of the Prime Minister. He has also been named an Honorary Texan by Governor Abbott and commissioned a Colonel and Goodwill Ambassador to Kentucky by Governor Beshear. He holds an MBA from the University of South Wales.
